1. I have read in the press that from January 6, 2016, permits to stand in a certain area can be purchased

On January 6, 2016, at the office of the public company “automobilių stovėjimo aikštelės”, located at Puodžių st. 24-1, in Kaunas you can obtain an annual permit for the parking of a vehicle in a certain area. With this permit, a car can only be parked at a specific site, not on the street. You can find out more about the list of sites by calling 0837-321648 or by calling the office.

2. A few years ago I purchased rub-off parking tickets (LT denomination). How long will they be valid and will they be exchanged after a change of currency?

According to 2015 February’s 18th order of the director of the Kaunas city municipality administration act No. A-458. tickets acquired in the currency of litas are replaceable into tickets valid in the currency of euro. Tickets are issued if the customer pays the difference of the ticket value, if applicable. This exchange is valid until April 1st, 2015.

3. I bought a ticket in the blue area, will this ticket be valid in the red zone?

A ticket purchased in an orange area, or a payment made through the mobile operator in the orange zone, applies to the orange, yellow, red, blue, and green areas.

A ticket purchased in the yellow zone, or payment made through the mobile operator in the yellow zone, applies to the yellow, red, blue and green zones.

A ticket purchased in the red area, or payment made through the mobile operator in the red zone, applies to the red, blue and green areas.

A ticket purchased in the blue zone, or a payment made through the mobile operator in the blue zone, applies to the blue and green areas.

A ticket purchased in the green area, or payment made through the mobile operator in the green area, is valid only in the green area.

A ticket purchased in a long-distance parking area is valid only in the box indicated on the ticket.

A ticket or payment through a mobile carrier is valid only until the time indicated on the ticket or mobile operator notice. Parking time can not be recalculated after traveling to another parking area.

4. I was building a car at a clinic. Although there was no sign that parking is paid, I found a message stuck to the car when I returned.

According to the regulations, the territory located near the Kaunas clinic and the old town is assigned to a parking zone. The sign of the parking zone appears before entering the old town and clinic. It is valid until you reach the end of the marked zone.

The road sign no. 541 “Parking zone” with the additional table No. 840 “Paid Services” stands at all entrances to the designated areas. The entrance to the adjacent road areas, crossroads, does not eliminate the road sign No. 541 “Parking zone”.

The road mark no. 541 ends along the exit from the parking zone i.e. when passing road sign No. 544 “End of parking zone”, which stands at all exits from the parking zone.

5. I paid for parking but I got delayed and was late to get back to the car. When I returned I found a message glued to my car.

The vehicle owner must immediately (no later than 10 minutes) leave the taxed area or pay for the next parking ticket. If you do not have the option to buy a ticket from a ticket machine, you can pay for car parking by SMS without having to reach the car

6. The car is marked with the “Disabled” mark. Can I park in paid places for free when I have left the disability license on the car panel?

A disabled person’s license does not give you an incentive to park for free. Since 2011 September 1st, local tolls for using toll-free parking facilities are granted to individuals who have their cars marked with a european-style disability card. Disability car cards are issued by the disability and work related services in the ministry of social security and labor.

7. I left the ticket in the car, but when closing the door the wind turned it over or it landed on the seat.

The driver, having left a ticket in the car, must make sure that it is properly positioned and that all information printed on the ticket is clearly visible from the outside. An infringement is recorded in the event when the controller does not see the ticket during the inspection or can not read the information printed on the ticket.

8. I bought a ticket, but I forgot to leave it in the car and took it with me.

When a driver purchases a ticket, he must leave it inside the car, behind the windshield and on the dashboard so that all information printed on the ticket is visible from the outside. If during the inspection the controller does not see the ticket, it is a violation. There is no possibility of cancelling of the registered violation even after showing the ticket to the employees of the institution.

9. I stopped for only a few minutes and the controller recorded a violation.

In accordance with the local tolls approved by the Kaunas city municipality council it is necessary to pay the local toll for parking the car immediately, no later than within 5 minutes. You can pay for car parking by coins in a ticket machine, parking card, disposable one-time ticket, SMS or the smartphone app “Unipark”.

10. I had a ticket (card, permit) but it slipped (dropped) off the dashboard and not all information was visible on the ticket.

After leaving the ticket, card, permit, the driver should make sure that all information is clearly visible from the outside. If the controller can not read the information printed on a ticket, card or permit in the course of the inspection, a violation is recorded. A ticket, card or permission is not ordered in the prescribed order (upright, fallen or curtained) or misused (not left in the vehicle, badly marked), which means that no parking fee has been paid.

11. I was going to pay, but the ticket machine did not work.

If the toll is paid in the ticket machine, it must be done closest to the vehicle. If the machine is defective, the local fee must be paid in another way or in the adjacent ticket machine that belongs to the same payment zone. The failure of the vehicle parking ticket machine does not exempt the local toll from payment. If the machine does not issue a ticket, you can report it by calling 8 68780601.

12. How is it possible to pay for parking?

You can pay for parking by coins in a ticket machine, electronic parking cards, disposable one-way tickets, using the service provided by mobile operators to pay by SMS, or the smartphone app “Unipark”.
